We Love Clean Rivers advocates for the development of formal whitewater play parks to enhance recreation, boost the local economy, and restore river habitats.
A whitewater park transforms a section of river into a recreational hub using engineered waves and features for kayaking, surfing, and tubing. Beyond fun, these parks serve as economic engines—attracting tourism and events—while improving fish passage and river health through thoughtful design.

Willamette Falls
The falls provide a natural 40-foot drop and ample year-round flow, ideal for a world-class park without pumping costs. This site has the potential to become a premier destination for rafting, racing, and events.
Billion Dollar Impact
Analysis projects massive benefits. A full-scale commercial Whitewater Center could generate over $1 billion in net economic value over 50 years, creating 122 new jobs and driving regional tourism.
Next Steps
This vision reinforces Oregon City's brand and connects the Portland Metro region to the water. We continue to advocate for feasibility studies and stakeholder engagement to turn this potential into reality.
